WoW Forever transmog: who unlocks a loot appearance?
For uncommon or rare bind-on-pickup dungeon loot, all loot-eligible players unlock the appearance when it is looted. Epic raid loot only unlocks for the player it ultimately binds to.
Loot eligibility matters

Turning off transmog does not stop collection
You can disable transmog display to see actual equipped gear. Classic mode starts with it disabled. You can still collect appearances and configure your own outfit while the display is off.
Head and cloak hiding remains available. Your display preference is separate from another player choosing an outfit.
Armor and level restrictions remain
Armor type restrictions still apply: cloth appearances go on cloth, plate on plate. A paladin wearing a cloth chest piece cannot turn that item into a plate appearance.
Lower-level characters cannot use appearances from higher-level equipment. At level 60, the level restrictions are lifted for eligible collected appearances. The announcement notes exceptions for cosmetic items, which are expected to be comparatively rare.
